The Nigerian Labour Congress (NLC) had shunned the meeting.

Minister of Labour and Employment, Solomon Lalong, disclosed the agreement in Abuja at the end of a meeting with the leadership of Trade Union Congress, led by its President, Comrade Festus Osifo.
